McSwain Appointed ACC Warden
Ellis McSwain has been appointed as Warden at Algoa Correctional Center (ACC) in Jefferson City. McSwain, who served five years as Fulton Reception and Diagnostic Center (FRDC) Deputy Warden, replaces Dwayne Kempker, who was appointed earlier this year as Deputy Division Director for the Division of Adult Institutions (DAI). "Mr. McSwain brings a wealth of diverse and innovative correctional management experience to his new responsibilities as Warden at ACC," DAI Director Tom Clements told the Horizon. "Mr. McSwain's clear commitment to operating ACC safely and efficiently, as well as to preparing offenders to become productive citizens, represents the kind of progressive correctional leadership that will promote long-term public safety." McSwain began his career with the Department in 1980 as a parole officer in Hannibal, where he served for seven years. In 1987, McSwain was promoted to Caseworker at Renz Correctional Center (RCC) in Jefferson City. He was promoted a year later to Functional Unit Manager (FUM) and in 1992 was promoted to Assistant Superintendent at Western Missouri Correctional Center (WMCC). McSwain left the Department in 1992 and returned in 2000 as Tipton Correctional Center (TCC) Assistant Superintendent. He was promoted in 2001 to Associate Superintendent at Boonville Correctional Center, and laterally transferred to FRDC in 2003. McSwain earned a Bachelor of Science Degree in Criminal Justice from Lincoln University in 1980. "I am excited about this opportunity and the chance to work with staff who have a proven history of success. I want to work diligently with staff to not only achieve the mission of Algoa Correctional Center, but to ensure that both staff and offenders are working and living in a friendly and safe environment," McSwain told the Horizon. "It is important to ensure from a public safety standpoint that we continue to prepare offenders for release utilizing the Missouri Reentry Process (MRP). I have a great staff, and intend to take advantage of all of their proactive ideas." ACC opened in 1932 and is a medium security (C-2) male facility with an operating capacity of 1,565 offenders. The institution currently has 1,529 offenders. ACC has 363 FTE (full-time employees) with an annual payroll of $10,838,948. |
