Legislative Affairs

The Legislative Liaison is responsible for planning, organizing and coordinating state and federal legislative matters relating to the Department’s programs and works closely with the agency director and other involved administrative staff to establish legislative priorities. The Liaison is responsible for tracking bills that impact the Department of Corrections during the legislative session. The liaison routinely meets with legislators and works to pass departmental legislation as well as working with legislators to re-draft legislation that could negatively impact the Department. The Liaison testifies before legislators during committee hearings and works with developing the fiscal impact that legislation will have on the Department. In addition, the Liaison will handle inquiries from legislators regarding operations of the Department and other concerns or issues that arise.

Constituent Services

The Constituent Services office processes inquiries from offender families, legislative offices, and the public. Through a customer-focused approach, the office provides consistent, accurate, and timely information and direction about offenders and the Department's policies, procedures, and practices. The office provides regular feedback to Department administrators and others so they may remain informed about issues that generate contact from constituents.

Restorative Justice

Restorative Justice is a victim-focused approach to criminal justice. The Department's restorative justice initiatives encourages offenders to reflect on the harm caused by their criminal activity and make restoration to victims, the community and their families. Two core practices within the Restorative Justice Program that help offenders reflect on their criminal activity and the harm they have caused are Impact on Crime on Victims Class (ICVC) and reparative activities. Both of these practices are offered at all 21 institutions.

Victim Services

In 1993 the department's Office of Victim Services (OVS) was established to ensure these core services and accurate information are provided on a timely basis to Missouri crime victims. The OVS is designed to enforce reparation activities by ensuring offenders are held fully accountable and victims are regularly advised of offenders' status. This office also coordinates victim notification and promotes accessibility to department proceedings, victim impact statements for inclusion in presentence investigations prepared by probation and parole officers, victim participation and representation at parole hearings, reasonable protection from offenders or others acting on behalf of offenders, notice of release from confinement or supervision and restitution for financial loss.
