Offenders residing in the community release centers are required to accept increased personal responsibility in finding and maintaining employment, obtaining medical care, and obtaining education or vocational opportunities. Assessment and referral for mental health and substance abuse treatment and counseling are also a primary focus. While participating in the program, offenders are charged a daily fee to offset the cost of their room and board. Emphasis is placed on offenders paying other financial debts such as child support and restitution. Outstanding warrants and wanteds are also addressed. The programs are structured to parallel the offenders' responsibilities after release to supervision in their home communities.

The centers also serve as a secure location to assess offenders in St. Louis City and Jackson County who are at risk for revocation, especially those avoiding supervision. Temporary placement at the centers allows the Board of Probation and Parole to consider other supervision strategies with reduced risk to the community.

The Kansas City Community Release Center (KCCRC) is a minimum security facility located in the downtown area of Kansas City. KCCRC has a capacity to house 350 parolees, 300 males and 50 females.

SLCRC


The St. Louis Community Release Center (SLCRC) is located just north of downtown St. Louis and has been located here since March of 1996. It was previously called St. Mary's Honor Center and located on Papin Street where it was established in April 1978. SLCRC has a housing capacity for 500 males and 50 females under probation and/or parole supervision.
